簡(jiǎn)要規則描述：為有效抗御臺風(fēng)、暴雨、等災害侵襲，及時(shí)處置損害設施等社會(huì )性事件，進(jìn)一步做好鎮域內突發(fā)事件應急處置工作，提高應對大自熱災害的反應能力緊急救援能力，最大限度地減輕災害損失，保障社會(huì )經(jīng)濟持續穩定發(fā)展和城市安全運行。主要內容：防汛防臺應急保障、汛前樹(shù)木修剪及管道疏通、防汛防臺物資儲備保障。（具體要求詳見(jiàn)競爭性磋商文件—第三章 采購需求書(shū)）。
Brief Specification Description:?To effectively resist the invasion of typhoons, heavy rain and other disasters, promptly handle social incidents such as damage to facilities, further improve the emergency response work for sudden incidents within the town, enhance the response and emergency rescue capabilities for major self-heating disasters, minimize disaster losses to the greatest extent, and ensure the sustained and stable development of the social economy and the safe operation of the city. Main contents: Emergency support for flood and typhoon prevention, tree pruning and pipeline unblocking before the flood season, and material reserve support for flood and typhoon prevention. For specific requirements, please refer to Chapter Three of the competitive negotiation documents - Procurement Requirements.

二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：（1）項目執行《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》的通知（財庫〔2020〕46號）及《關(guān)于進(jìn)一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔2022〕19號）；（2）落實(shí)預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專(zhuān)門(mén)面向中小企業(yè)采購，評審時(shí)中小企業(yè)產(chǎn)品均不執行價(jià)格折扣優(yōu)惠；（3）扶持監獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實(shí)行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書(shū)方能享受優(yōu)先采購或強制采購政策；（5）購買(mǎi)國貨政策：本項目不接受進(jìn)口產(chǎn)品；（6）按照《中小企業(yè)劃分標準規定》（工信部聯(lián)企業(yè)[2011]300號），本項目中小企業(yè)所屬的行業(yè)為其他未列明行業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:?(1) The project shall implement the "Notice on Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2022] No. 19). (2) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be offered for the products of small and medium-sized enterprises. (3) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises;(More details can be found in the Chinese announcemen)
(c)本項目的特定資格要求：3.須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動(dòng)）；4.本項目?jì)H面向中、小、微型等各類(lèi)供應商采購；5.本項目不允許轉包。
(c)Specific qualification requirements for this program:?3. It must be a legal person or an unincorporated organization established in accordance with the law within the territory of China (this project does not accept branches participating in the procurement activities in their own names). 4. This project is only open for procurement from various types of suppliers such as medium, small and micro ones. 5. Subcontracting is not allowed for this project.
