簡(jiǎn)要規則描述：本工程位于迎賓高速綠帶川沙段、磁懸浮綠帶川沙段，西至華東路立交橋， 東至川六公路，北至川周公路，南至川大路，涉及水體約31262平方米（最終以實(shí)際實(shí)施面積為準）。主要建設內容包括：水體修復、水生植物種植、駁岸改造、清淤工程、生態(tài)攔截工程、微生物投放等相關(guān)配套工程等。（具體數量及要求詳見(jiàn)工程量清單及圖紙）
Brief Specification Description:?The project is located in the Chuansha section of the green belt of Yingbin Expressway, the Chuansha section of the maglev green belt, west to the Huadong Road overpass, east to the Sichuan Sixth Highway, north to the Sichuanzhou Highway, and south to the Sichuan Road, involving about 31,262 square meters of water body (the final implementation area shall prevail). The main construction contents include: water restoration, aquatic plant planting, revetment transformation, dredging engineering, ecological interception engineering, microbial release and other related supporting projects. (Please refer to the bill of quantities and drawings for specific quantities and requirements)

二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：（1）落實(shí)預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專(zhuān)門(mén)面向中小企業(yè)采購，評審時(shí)，中小企業(yè)產(chǎn)品均不執行價(jià)格折扣優(yōu)惠。 （2）扶持監獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實(shí)行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書(shū)方能享受優(yōu)先采購或強制采購政策。(4）購買(mǎi)國貨政策：本項目不接受進(jìn)口產(chǎn)品。

（4）具有水利水電工程施工總承包三級及以上資質(zhì)；
（5）具有安全生產(chǎn)許可證（有效期內）；
（6）項目負責人需具有水利水電工程專(zhuān)業(yè)二級（及以上）注冊建造師執業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)，且未擔任其他在建的建設工程項目的項目負責人；
（7）業(yè)績(jì)要求：無(wú)；
（8）其他要求：無(wú)。
(c)Specific qualification requirements for this program:?（3）It must be a legal person organization established in accordance with the law within the territory of China; （4）It has the qualification of general contracting of water conservancy and hydropower project construction level 3 or above; （5）Have a safety production license (within the validity period); （6）The person in charge of the project shall have the professional qualification of a second-level (or above) registered construction engineer in water conservancy and hydropower engineering, have a valid safety production assessment certificate, and have not served as the project leader of other construction projects under construction; （7）Performance Requirements: None; （8）Other requirements: None.
